Introduction
Te Taumata Hauora o Te Kahu o Taonui Iwi-Māori Partnership Board (IMPB) invites Registrations of Interest for new and innovative, whānau-centred initiatives that improve hauora outcomes for uri and whānau across Te Taumata Hauora o Te Kahu o Taonui Iwi Māori Partnership Board (IMPB) rohe.
 
Te Taumata Hauora will be focussed on those initiatives that will support the seeding of new and innovative ideas and start up initiatives that have had some early thinking but needs some extra set up support.


About Te Taumata Hauora o Te Kahu o Taonui Iwi Maori Partnership Board
Te Taumata Hauora o Te Kahu o Taonui is the Iwi Māori Partnership Board for Te Tai Tokerau. Established to ensure Māori voices, aspirations and lived experiences are central to health system planning and decision-making, Te Taumata Hauora advocates for equitable health outcomes and champions whānau wellbeing across the region.

Working alongside iwi, hapū, whānau, communities, health providers and system partners, Te Taumata Hauora brings a kaupapa Māori lens to health priorities, supports whānau-led solutions, and seeks to influence change that improves hauora for current and future generations.
Our vision is for Māori in Te Tai Tokerau to thrive, with whānau empowered to determine their own wellbeing and health futures.

Terms and Conditions of Application and Funding

  • Te Taumata Hauora’s Toi Māui Innovation Grant (“Grant”) supports innovative initiatives that improve health outcomes, wellbeing, and equitable access to services. By applying, applicants agree to comply with the following Terms and Conditions.

  • 2.1 Who Can Apply

    Applicants must:

    • Be individuals, organisations, collectives, iwi, hapū, or community groups based in and looking to deliver initiative in Te taumata Hauora’s rohe – from portage Road in Otahuhu, Tamaki to Te Rerenga Wairua.

    • Demonstrate alignment with Te Taumata Hauora’s strategic priorities, including innovation in health or wellbeing .

    • Have the legal capacity to enter into a funding agreement, or the ability to partner with a legal entity who can umbrella them.

    • Be financially and operationally capable of delivering the proposed initiative.

    2.2 Who Cannot Apply

    The following are not eligible:

    • Individuals under 18 years of age (unless formally represented by a legal guardian or organisation).

    • Entities currently insolvent, under administration, or subject to legal proceedings that may impact project delivery.

    • Projects that primarily serve private commercial gain without clear public or community health benefit.

  • Applicants who are not legally constituted entities may apply under an umbrella (host) organisation, provided that:

    • The host organisation is a registered legal entity (e.g., incorporated society, trust, or company).

    • The host organisation agrees to:

    • Receive and administer funds on behalf of the applicant.

    • Assume legal and financial responsibility for the grant.

    • Ensure compliance with all reporting and contractual requirements.

    A formal written agreement between the applicant and host organisation is provided at application or prior to contracting.

  • For the purposes of this Grant, a start-up is defined as an entity or initiative that:

    • Is in the early-stage development phase, including concept validation, prototype development, or initial market/service testing, and

    • Has not yet reached financial sustainability or scale, or has limited revenue streams.

    Entities outside of this definition may still apply under other eligibility categories if applicable.

    • The standard funding agreement term shall be 6 months, unless otherwise specified in writing.

    • Alternative contract durations (shorter or longer) may be agreed depending on the nature of the initiative.

    • The contract period begins on the execution date of the funding agreement.

    • Any extension must be:

      • Requested in writing before the contract end date, and

      • Approved at the sole discretion of Te Taumata Hauora.

  • Grant recipients must:

    • Use funds strictly for the purposes outlined in their approved application.

    • Maintain accurate financial records of all expenditures.

    • Seek prior written approval for any significant changes to the project scope or budget.

     

    Funds must not be used for:

    • Personal expenses unrelated to the initiative.

    • Retrospective costs incurred before contract execution (unless explicitly approved).

    • Activities that are unlawful or inconsistent with public health objectives.

  • Recipients are required to:

    • Submit progress reports at agreed intervals.

    • Provide a final report detailing outcomes, impact, and financial expenditure.

    • Participate in evaluation activities if requested.

    Failure to comply may result in repayment obligations or disqualification from future funding.

  • 8.1 Applicant Responsibility

    • Applicants are solely responsible for the design, implementation, and management of their project.

    • Te Taumata Hauora does not assume responsibility for operational decisions, outcomes, or impacts arising from the funded project.

    8.2 Limitation of Liability

    • To the fullest extent permitted by law, Te Taumata Hauora shall not be liable for:

      • Any loss, damage, or injury incurred as a result of the project.

      • Indirect, incidental, or consequential losses, including financial or reputational harm.

    8.3 Indemnity

    • The applicant (and/or umbrella organisation) agrees to indemnify and hold harmless Te Taumata Hauora against all claims, liabilities, costs, or expenses arising from:

      • The applicant’s breach of these Terms and Conditions;

      • Negligence, misconduct, or unlawful activity connected to the project.

    8.4 Insurance

    • Recipients must maintain appropriate insurance coverage, including public liability and professional indemnity (where applicable).

  • Applicants retain ownership of intellectual property created through their initiative.

    Te Taumata Hauora retains the right to:

    • Use project information for reporting, evaluation, and promotional purposes.

    • Share non-confidential learnings to support wider sector development.

  • Te Taumata Hauora may terminate the agreement if:

    • The recipient breaches these Terms and Conditions;

    • Funds are misused;

    • The project becomes unviable or substantially deviates from the approved scope.

    Upon termination:

    • Unspent funds must be returned.

    • A final report may be required.

  • By submitting an application, the applicant confirms that:

    • They have read, understood, and agreed to these Terms and Conditions;

    • All information provided is accurate and complete;

    • They are authorised to apply and commit to these obligations.

  • Submission of an application does not guarantee funding.

    Te Taumata Hauora reserves the right to:

    • Amend these Terms and Conditions at any time prior to contract execution.

    • Decline any application at its sole discretion.
